It varies from person to person, from between 14 to 18. Basicaly when one has matured "philosophically, which means that they can make discisions by developing thier own ideas or beliefs independent of thier parents or teachers. This maturity came to to me when I was 15. That is, for instance, when I became an athiest, I developed my own philosophical beliefs.

At the point the child wishes to and accepts responsibility for their actions. This is by no means an even or standard age, and I imagine it would be greatly younger than our current ideas of 21 or 18.

The lady should have been asked to leave the restaurant by the Matire'D. There is nothing worse then a parent who won't keep their child under control in a public place. I hate it when I'm at the movies or in a restaurant and this F'ing parents won't take their screeching kids outside or when they let them run around and bother everyone else!

Must you be mature to recognize the consequences of your own actions?

People complain at length about noisy kids, but give noisy adults a free pass. It is because the loud men having a discussion about sports or the stock market are more entitled to their discussion and loudness than a kid? Or is it because we feel more power over children and are less tolerant of their noise?

Not to say a screaming kid isn't annoying, certainly it is, but often people have rather harsh double standards.

Mature isn't really a good term to use, it doesn't have a clear and consistent deffinition and is usually a stand-in for "when people start acting like me"

Recognizing the consequences of one's own actions is a good substitute and good measure of when someone is responsible for their behavior. I believe this can happen at a much earlier age than we currently imagine.

Most of the time noisy groups get politely asked to keep it down by the staff plus the noisy adults normally don't scream at the top of their lungs for hours on end like some of these parents let their kids do.

The polite thing to do is to take the little noise maker outside until it can behaive appropriately in a public setting. People talking loudly on cellphones is another pet pive.

nope, off course not. Did I say so? He used that particular word.

At 15 (and probably well into your 20ties), you are still forming yourself, trying to figure yourself out.(well, you keep doing this your live) To me, that's one big part of being mature. IE being a complete person.

i think children should be held responsible for their own actions FAR younger than they currently are, AND, parents should be held responsible for their childrens actions until (their children are) FAR older than currently.

Believe it or not, you don't notice it when it's your kid.

You also bear it better once you've had a kid or two, empathizing with the parents.

But before you have kids, you always wonder "Why don't they shut those kids up?"

I hear where you're coming from JohnT but my sister and her husband have three kids and they all know what will happen to them if they don't behaive themselves in public. Since the parent consistently enforces standards of acceptable behaivior the kids really do learn to live with in them. At least they do with reminding every now and then.

Well, my experience is with the 18-month and younger set. I'm not too sure how it works with a 4 (or 14) year old.

I admite my experience is second hand through the off-spring of siblings but the theory sounds plausable.
