I see no conflict of interest there.

With our sience rate low as it is we should concentrate on gaining more trade and build library's in all uor city's

austerity = the state of being markedly simple or unadorned.

the meaning it gives for austere is:

Thank you for the address. Actually, it is not in your profile (that I can find, anyway). Sure, I can email you from there, but that doesn't give me the address and I can't attach a file to that type of email.
