Nope, you have to talk. If you have a spy you can determine what techs he has by trying to steal them, but it costs a LOT of money.

Besides the obvious, you mean? If you get a message "The Incas are building Sistine Chapel", then the Incas have discovered Theology. If you see French tanks rolling around, then the French have discovered motorized transportation. If you see Russian workers building a fort, then you know the Russians have discovered construction. You just have to look around the map a bit.

If you open an embassy with a civ, you get a peek at its capital. Pay attention to its strategic resource box. If they do not have saltpeter in the box, and you can see saltpeter in their territory, then you can conclude that though you have discovered gunpowder, they have not.
Either that, or they have not yet connected that saltpeter to their capital with a road.

Normally you have to talk to them.

Sometimes it's possible to spot techs dropping in price as they do when other civs have them. The trouble is working out which civ is responsible. If you can talk to the other civs you know, this is sometimes possible. I've found it useful in PBEM where you don't know what tech another player has and you don't unless they tell you.

If you don't have literature, it's possible to tell how many other civs have it because they are ahead of you in the literacy demographic (from F11) even if you haven't met them. I've found this useful in timing Great Library pre-builds.

Otherwise you might be able to spot units or see what wonders they're building etc. You can see colonies for resources you shouldn't be able to locate.

you can also tell what age they are in by what their buildings look like.

one thing i've found that i havent seen anyone mention is that if a civ builds a wonder, press i believe its F8, but not sure, and you'll see the face of their leader. the leaders picture changes with the age, even if you havent met them yet...
