Rate of Fire
What does the Rate of Fire value mean in a Civ 3's unit stats? I thought it was how many times the unit could fire in one turn but that doesn't seem to be the case.

It is the case, but when you are attacking a unit not all of those shots will land and knock off a hit point. The same calculation for battle drives the bombard unit ability. If the RNG result would indicate a hit against the defending unit then it takes away a hit point, but if it indicates a hit against the bombard unit it is disregarded.

So does this mean then that if the Rate of Fire is 2, I still only make one bombard attack but could possibly do 2 points of damage?

It should be like regular units. When they get 'promoted' they don't fight better they just get the extra hitpoint which makes them harder to kill.

Considering there are two types of bombardment units, I'm not sure I'm following the recent posts. Units like catapults and cannon don't have hit points anyway so what would be the use of them becoming veterans? And units like Destroyers don't need to kill through bombardment to become Veterans. What am I missing here?

but bombard units don't have hitpoints. they are protected, or taken over...

No. The only difference is that it can create a GL if promoted to elite.

(it should be noted that firaxis did not intend for artillery to have lethal bombardment)
