In most cases where the person has extra limbs, they are not fully functional, although they may respond to reflex activity from the other normal limbs.

Sounds like those extra Limbs have at least Connections to the Vertebra, but may miss many of the ascending pathways to the Motor Cortex (or have not many Representations within the Motor Cortex).
