The explanation clarifies things and places Tassadar's actions in a new light. There is another option.
Tass to stay out of the game until such time as the current information obtained becomes out of date, ie factions have all met and have expanded. At such point say MY2160? or when Googlie deemed the intelligence gathered now, became redundant. At that point Tass could rejoin the Hive.
