Game-mode Assasin

Why can't I play the game-mode Assasin, without the "Sudden Capital" victory?

It's way too boring with the "Sudden Capital", while I like the idea of Assasin

I want to take all the other players cities, before I can start attacking the next player, not just the capital...

Take the capital last, as a self-imposed restriction.

Was pretty diffecult in my last game, since their capital was the first city I encountered, while all the other cities were hidden behind the capital...
