In another words: "chewing at the bit." The author was being cute with his wording because the SCA relives how the middleages was and/or how it could have / should have been. For example, wearing a wrist watch while in period costume is not wise, but if it is seen on your person, you can always call it your "Elven time piece." Another example is in the article, Lord Matthias used the term "noble steed" instead of "car." I know, it can be silly at times - but actually is a lot of fun...plus you get to wear tights!
