can't build forbidden palace

I was building FP in a city, changed to aquaduct for a few turns, now FP is not an option, and I can't change production to it, why?

You ever hurry it , so you can't change to wonder.

or , in huge map, you need 16 cities.

I disbanded a unit, that must be the problem

That is the problem. No tainted shields for wonders or small wonders.
