In PBEMs the only way is for faction A to empty the base, then declare vendetta on faction B, who enters and takes possession of the base, then the 2 factions restore their pact

So there is a 2-turn "Vendetta of Convenience" during which pact income is lost (and probes can steal each others' techs, and other such underhanded tactics - such as stalling the reconstitution of the pact, etc etc while surruptitios moves are made)

Correct - I left the Council intact, hoping that my AI tweaking would produce a Miriam and Roze candidacy each time with one of them being the winner - at least for the first 50 - 75 years until human ICS tactics prevail.
