The problem is that getting people to vote is easiest on the individual level. Yes, your vote might not be that of an Imperial Majesty, but being the domino that gets all the other neighbouring dominos to vote is very crucial in starting a chain reaction.
A democracy where everyone votes is healthier than one where they don't. Set a good example.
