I just recieved this urgent message from the Admiralty in Leningrad. Message to follow:

I would say the answer is yes... There are no defensive German units in 1941 and 1942 because it's an all-out conquest war, yet I end up with loads of units fortified in the cities and refusing to advance even again weakly defended Soviet cities nearby. The best offensive unit, the "Karl", even withdraws and fortifies into a city when using it would spell doom for major scenario objectives like Sevastopol and Leningrad...
