Rules.txt???
A small question about the rules.txt in Civ2. I have been changing the names of the tribes and counted 21 tribes in the game. But further done I found two more Civs. Arabs and Inca. Are these two civs for the computer barbarians? I'm not to sure what their there for. You can't place them on the map when you make a map? You can't select them when you start a new game?

Anyone know this one?

As you can easily see, these tribes are "unfinished", that is, they are missing female leaders. I suppose that the designers of the game wanted to include these tribes but dropped them and left them in as an idea for any tribe-changing. I included both (replacing Sioux and Celts) with the leaders for the Incas being Atawallpa and Cusi Chimpu, and the leaders for the Arabs being Mohammed and Sheherazade (thus replacing the "Persian" Sheherazade with Atossa).

The Arabs and Incas also have entries in the city.txt. Isn't there some way to enter them as a custom tribe in the game startup?

No, but you can replace one of the existing civs with them in rules.txt.
