I still need some more units first of, and a bit of research into the symbols of the other parties (also, which parties to include).

I think we also need to consider what sort of technologies will be needed (things like "Mass Psychology, Socialism, Nationalism, Recruitment Technique, etc).

We also need to think what city improvements to have, what they will be renamed and what ones to take away - A Palace could become "Party Headquaters", and things such as temples could become "Local Party Headquaters".

...the AI player hardly bribes cities. Is there a way that can force it to do so?

This is a great scenario idea
The Social Democrats could represent the actual government, and have control of some of the police and army, and those units could be more powerful with the ability to take cities (or districts).
Also, I recall that in 1919 there was a short lived Bavarian Socialist Republic. The scen could start with that in place and have the Communists to stretched out to hold the city for long

If its pretty cheap sometimes the AI will bride cities. They need a lot of money to do so though, you'll probably have to have whoever owns most of the cities have a negative money event each turn.

Bribing is only done easily when briber has lots of cash and bribee does not. If you make the map big, the increased distance from capital might make bribing cheaper across the board. Another trick would sacrifice the headquarters city and locate palaces in some inacessible corner of the map, perhaps even utilizing the odd-even twilight zone coordinates.

Why not make the Bavarian Socialist Republic a civilization of its own? It could be interesting to see Bavaria develop into its own country if played right.

Yes, and they could be allied with the KPD (Kommunist Parteir Deutschlands, I think).

Or the scenario could start off with the SPD as the biggest party and early on, an event could cause their "capital" to be taken, so they split into the SPD and the KPD, as happened in real life in this time frame
