We won't have the money to bribe Arab cities so it probably won't matter but I vote yes. If they can bribe our cities then we should be able to bribe their cities.

Why do we need to bribe cities?
It is more fun to kill all the Arabs in battle. However, if we are allowed to bribe cities, gimme some money.

I say restrict ourselves to bribery.
Of course, I believe you could have predicted my response. 
Much more stylish and cunning, and we don't need to kill Arabs to do so.
